Malawi: Laboratory supply chain consultant – curriculum development

Chemonics seeks a short-term laboratory supply chain consultant to provide technical support to the Department of Health Technical Support Services – Diagnostics (HTSS-D) of the Malawi Ministry of Health for the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project. The purpose of GHSC-PSM is to ensure uninterrupted supplies of health commodities in support of U.S. government-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. The laboratory supply chain consultant will provide technical support to the HTSS-D to develop a training curriculum and materials for laboratory supply chain staff and to train trainers to use the curriculum and materials to guide facility staff in the use of the Malawi laboratory supply chain management standard operating procedures (SOPs). The assignment will entail a number of pre-trip, in-country, and post-trip activities over a period of approximately 44 working days, from June to August 2017. Responsibilities include:

  • Review the Malawi laboratory supply chain SOPs to understand the content and procedures for the management of laboratory commodities in Malawi
  • Collaborate with in-country project staff to design a training curriculum and materials based on the Malawi laboratory supply chain SOPs
  • Develop a trainer’s manual for delivering the curriculum and using the training materials
  • Plan an in-country training-of-trainers (TOT) workshop based on the developed materials and curriculum in partnership with project staff
  • Design effective training strategies, methodologies, time tables, and tools, and make recommendations about how best to deliver the curriculum
  • Collaborate with in-country project staff to train approximately 35 central and district-level trainers to use the developed materials to train facility laboratory supply chain staff
  • Update the training curriculum and materials, as required, based on experiences and feedback during delivery of the TOT
  • Develop a process and tools to be used by GHSC-PSM Malawi team and the Ministry of Health to conduct a post-training participant survey
  • Prepare a report with recommendations for training to roll out SOPs for facility level staff


  • Bachelor’s degree in laboratory technology, laboratory services management, or related area of study preferred; master’s degree in supply chain management, medicine, public health, or related field preferred
  • At least 5 years of relevant professional experience, including providing technical assistance on strengthening laboratory supply chain systems in the developing country context
  • Experience in designing training curriculums and training materials based on adult learning approaches
  • Experience in conducting TOT workshops and applying various adult learning methodologies
  • Demonstrated experience carrying out similar tasks in Malawi or in Southern Africa preferred
  • Demonstrated experience in producing high-quality written reports
  • Demonstrated workshop facilitation and adult training skills
  • Ability to clearly and concisely express ideas and concepts convincingly in written and oral form
  • Demonstrated leadership, versatility, and integrity
  • Experience with donor-funded programs or working with international organizations
