Malawi: Forecasting and supply planning training consultant

Chemonics seeks a short-term forecasting and supply planning (FASP) training consultant. The consultant will develop a training curriculum with accompanying materials and train members of a national FASP team in Malawi for the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM supports U.S.-funded public health initiatives around the world by ensuring that the initiatives’ supplies of health commodities remain uninterrupted. The project provides direct procurement and supply-chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. The Malawi Ministry of Health has expressed interest in establishing a national FASP team in line with the GHSC-PSM goal of building in-country institutional capacity for forecasting and supply planning. The consultant will develop and deliver a training curriculum to ensure that members of Malawi’s national FASP team have the required knowledge and skills to conduct the annual national quantification of all health commodities used in Malawi’s public health system and regularly review and update the annual forecast and supply plan. The assignment will entail a number of activities over a period of approximately 45 working days, from late July to September 2017. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Confirm the training scope remotely with project staff and propose a training curriculum outline
  • Conduct interviews with in-country project staff and selected stakeholders as well as perform a survey/needs assessment of trainees to determine the FASP areas the training will cover and how it will do so
  • Design a competency-based training curriculum and materials for the training
  • Deliver an in-country training workshop based on the curriculum and materials
  • Develop pre- and post-training assessment tools to measure the training’s impact
  • Collaborate with in-country project staff to train approximately 25 members of the FASP team
  • Update the training materials, as necessary, in response to training delivery results
  • Prepare a training report with recommendations for the FASP team for on-going capacity building

Qualifications:

  • Formal training in supply chains, public health, pharmacy, or another related field; an advanced degree in a relevant field preferred
  • Knowledge of and expertise in various approaches to health-commodity forecasting and supply planning
  • Experience supporting FASP activities for various health commodities in the context of a developing country
  • Minimum of five years of experience in adult learning, instructional design, training, and facilitation
  • Experience developing a training curriculum, designing learning materials, and providing similar training
  • Extensive experience with training and facilitation as well as with needs analysis and training evaluation methodologies
  • Ability to communicate ideas clearly and concisely both orally and in writing
  • Experience working with donor-funded programs or international organizations
  • Outstanding interpersonal skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
