Reporting to the COP-FISH, the Field Program Support Officer is responsible for overseeing Pact Malawi project teams for the LINKAGES, UNICEF, and the Nzatonse I & II projects. The Field Program Support Officer will ensure country programs are implemented in line with donor proposals and requirements, and in accordance with Pact, donor, and country standards. This function will also include oversight of human resources management for the Pact Malawi office.

In addition, the Field Program Support Officer will support opportunity development initiatives in Malawi, serving as the primary in-country point of contact and closely working with the HQ Opportunity Development team on proposals, pre-positioning, and follow up.

Key Responsibilities

Program Quality and Control

Maintain full knowledge of Pact Malawi country office operational and administration tools, guiding compliance, assisting to resolve staff and project issues when they arise, ensuring a smooth operational environment, and reducing potential risks.
Coordinate with DC and Malawi based staff for effective start up and close out of projects.
Ensure project intellectual capital is properly documented, filed, and disseminated.
Prepare and make technical presentations, as requested.
Ensure effective coordination and communication between the technical team and other organizational departments, and organize team building exercises.
As applicable, support projects to conduct and coordinate provision of regular monitoring visits to grantee programs, assist teams by providing mentoring support where needed to overcome challenges; review and provide feedback on grantee performance reports, of compliance and oversee the development of consolidated reports to donors.
Collaborate in developing Pact Malawi public relations materials, providing information and reports to Pact headquarters to ensure high quality materials are used.
Backstop FISH management including serving as deputy for the Chief of Party in his absence.
Supervise project managers for LINKAGES, Nzatonse I and II, and the UNICEF project.
Oversee program implementation for Pact Malawi’s health program portfolio in accordance with project proposals ensuring objectives are met within the required time frames and budgets. Where necessary, ensuring preventative and corrective actions are taken.
New Business Development

Collaborate with home office Opportunity Development team on proposal development and tracking of key opportunities including pre-positioning and follow up.
Implement Pact Malawi’s strategic plan for new business development.
Identify and research new funding opportunities for Pact Malawi.
Human Resource Management

Ensure thorough and complete files are maintained for all staff.
Manage recruitment and onboarding of new staff.
Oversee Human Resources functions as needed including but not limited to: providing staff training, supporting development of staff, identifying high talent individuals during the recruitment phase, and assisting management in promoting and organizational culture where Pact’s values are practices.

Basic requirements
Bachelor’s Degree.
At least 6 years of experience in project management in an NGO environment.
Ability and willingness to travel internationally and live overseas. This position will not include allowances.
Preferred Qualifications

Experience in a similar role in the international development sector for a large INGO or corporate.
Strong working knowledge in relevant technical field related to Pact’s thematic area.
Strong data analysis and synthesis skills, especially around visual presentation of data and documentation.
Fluency in English and excellent communication skills
