Post: Deputy Secretary
Grade: E/P4
Responsible to: The Deputy Clerk of Parliament (Corporate Services)
Salary: Within salary range applicable to Grade E in the Parliamentary Service
Purpose of the Job
  • To manage all administrative functions of the National Assembly
  • Responsible for formulation and maintenance of policies that will facilitate the effective management, supervision, control and direction of matters relating to financial and human resource affairs of the National Assembly
Duties
  1. Ensures prudence and probity in the department and also uniformity in administration between and among divisions of the National Assembly,
  2. Establishes and maintains sound management information systems,
  3. Coordinates preparation of budget for the department;
  4. Ensures adequate provision and coordination of genera, support services to all divisions of the National Assembly;
  5. Makes input into policy formulation and policy reviews on financial and human resource management;
  6. Ensures adherence to Government rules, regulations and procedures;
  7. Provides managerial leadership to senior and middle management cadres in the National Assembly;
  8. Provides a forum for welfare, conflict resolution, and public relations services;
  9. Supervises and provides overall direction to all units under his division to ensure achievement of goals;
  10. Ensures adherence to established regulations and procedures for entering into contracts and procurement;
  11. Performs any other duties assigned from time to time.
Minimum Qualifications and Experience
  • Masters Degree in Business Administration Management Public Administration related field and
  • Five (5) years’ experience at grade P5/F level in Administration duties
